On June 4, Maryland Governor Wes Moore signed an executive order to advance the state’s 2023 Climate Pollution Reduction Plan (CPPP). The order directs a whole-of-government approach to address climate change, including requiring state agencies to submit Climate Implementation Plans. The order also envisions new emissions standards and the creation of a new Governor’s Subcabinet on Climate chaired by ECOS member and Maryland Department of the Environment (MDE) Secretary Serena McIlwain.
Per the executive order, all state agencies must consult with the MDE to prepare and submit a Climate Implementation Plan. These plans must include steps and a timeline for implementing actions that support Maryland’s requirements to reduce greenhouse gas emissions 60% below 2006 levels by 2031 and reach net-zero emissions by 2045. Agencies are also required to consider Justice40 goals, initiatives, and funding to more comprehensively advance environmental justice.
